## Ruapehu District
Ruapehu is one of New Zealand's largest districts by land area but with one of the smallest permanent population counts made up of many small, diverse and geographically spread out rural communities. 
It has an area of 6,730 square kilometers and had a population of 11,844 at the 2013 census, down 12.7% from the 2006 census.

The district is landlocked, and contains the western half of the Tongariro National Park, a duel world heritage location, including most of Mount Ruapehu and the western sides of Mount Ngauruhoe and Mount Tongariro, as well as part of the Whanganui National Park. The district is also home to the world famous Raurimu Spiral on the North Island Main Trunk railway line.

## Tourism
The tourist towns of Whakapapa Village, National Park and Ohakune are located near Mount Ruapehu in the south east of the district, and Waiouru, with an elevation of 815 metres, is in the extreme south east of the district and houses the large Waiouru Army Camp. The southern section of the infamous Desert Road section of State Highway 1 runs through the east of the district, from Waiouru to Rangipo.

## Ruapehu Economy
Ruapehu has well developed farming, forestry, manufacturing and visitor industries, offering many employment and investment opportunities. The local communities are extremely entrepreneurial and, along with Council, are focused on achieving and maintaining sustainable development within the District.

The Upper Hutt City Council is the local authority responsible for the area stretching from Silverstream to the Rimutaka Hill summit, encompassing an area of 540 square kilometres. This is a huge area for a territorial authority, and with the rolling hills, expansive rural areas, the bustle of the urban landscape, and the trail of the Hutt River and State Highway 2, Upper Hutt is very diverse. Key Services - Rates &amp; Payment - Waste Removal - Dog Registration - Permits and Licences.Our History Upper Hutt derives its name from an English Member of Parliament, Sir William Hutt, who was a director of the New Zealand Company (formed in the late 1830s) that organised the settlement of the Wellington and Hutt Valley areas beginning with the arrival of the first immigrant ships from 1840. Early Maori names for the river were Te-Awa-Kairangi and Heretaunga. Upper Hutt was settled right at the beginning of the European colonisation of Wellington. Richard Barton, its first resident, arrived in 1840 on the Oriental, the second of what is known as the first four ships. He made his home at Trentham in 1841 in the area now known as Bartons Bush. The first town settler was James Brown in 1848. Upper Hutt was originally part of the Hutt County, constituted in 1877. On 24 April 1908, it was proclaimed a Town Board and the first seven Commissioners were farmer GI Benge (first chairman), milkman RH Williams, farmers A Martin and JT Craig, butcher WR Keys, builder J Harrison and painter FH Wilkie. The first secretary was AJ McCurdy, an outstanding character in this areas local politics. He became first Mayor when Upper Hutt became a Borough on 26 February 1926. On 28 May 1966 it was proclaimed a city. The northern areas of Rimutaka Riding of Hutt County were brought into the city on 1 April 1973 to give Upper Hutt the second largest land area of any New Zealand city. It grew in size again on 1 November 1988 when the former Heretaunga-Pinehaven Riding was incorporated upon the abolition of the Hutt County Council. Exactly a year later the City of Upper Hutt as it is today was constituted with the abolition of the Heretaunga/Pinehaven District Community Council.Parks and Reserves We know you value our parks and open spaces. In addition, a network of smaller parks throughout the city provide space for organised sport and casual recreation, neighbourhood playgrounds, and bush cover and walking tracks. The South Waikato District lies at the heart of the North Island of New Zealand. State Highway 1 runs through three of our main towns - Tokoroa, Putaruru and Tirau. The Council has a main office in Tokoroa, a second office in Putaruru, and the Information Centre in Tirau acts as an agent.
